Set environment of jenkins to have CI_MAVEN_SETTINGS to point to this file at all slaves.

Pass the following to make based jobs:
make EXTRA_BUILD_FLAGS="-gs ${CI_MAVEN_SETTINGS}"

Pass the following to rpm base jobs:
rpmbuild -D "EXTRA_BUILD_FLAGS -gs ${CI_MAVEN_SETTINGS}" ...

Now I see that I have a problem with EXTRA_BUILD_FLAGS at ovirt_build_minimal, I will fix that.
