Adding maintainers to system testing framework

Hello,

I am leaving Red Hat end of this week and I'll no longer be able to give 
my fullest attention to managing the system testing code base.

I'd like to request that David Caro and Yaniv Bronheim be granted +2 
privileges on the following repositories:

  * ovirt-testing-framework
  * ovirt-testing-framework-tests
