Please install the gerrit events-log plugin:
https://gerrit.googlesource.com/plugins/events-log/

The plugin saves Gerrit events in to database to allow even consumers (Like the Jenkins Gerrit plugin), to consume events even if those events were missed when the original notification was fired.
