xmlrpc was deprecated in 3.6, and we disabled it in master:
https://github.com/oVirt/vdsm/commit/1350c887f75b2ac9a095e1662c87b1212f702248

You must use jsonrpc to talk with vdsm.

I know that hosted engine moved to jsonrpc in 4.1 - maybe you are using
an older version of hosted engine?
