add initial plugin tool

This inital plugin only supports setting the admin password using a preencrypted
password. More plugins to follow.

openssl passwd

Verifying - Password:
avPcsF1sZFocU   = "ovirt"

To run: python ovirt-plugin-tool -p avPcsF1sZFocU ovirt-node-image.iso

It will build a edited iso image which can then be used as installation media
containing the preset password for the admin account
