Add libvirt-cim and sblim-sfcb support

Involved in this enablement:

libvirt-cim runs read-only
add a cim user (handle upgrade situation as well)
provide commandline options to enable cim and set the cim user password
add a wrapper service that handles start/stop of sblim-sfcb service
open/close the firewall port needed by cim dynamically
a TUI page for configuration and enable/disable of the cim service
