fix various cim issues

* ovirt_cim was failing to start the sblim-sfcb service correctly
* It was unclear whether it was cim_enabled or enable_cim on
the kernel command line.  Both are now accepted.
* call ovirt-cim restart, not reload
* add restart option to ovirt-cim.init
* fix import for the firewall management command
