Change subject: ovirt-config-boot: Change the 3rd parameter from 'reboot'(yes/no) to 'aciton'(shutdown/reboot/stay). By doing this, the users can add their hook scripts after calling ovirt-config-boot.

I used to use ovirt-config-boot like this:
/usr/libexec/oivrt-config-boot $ISO_DIR 

so ,if I want to use ovirt_boot_setup in install.py
I should declare a python object Install then call Install.ovirt_boot_setup(), and have $ISO_DIR=/live right ？
