Patch Set 3: I would prefer that you didn't submit this

I'm not sure I agree with including this.  .gitreview is really something that a user should setup themselves.  If we're going to include this, I think it should be done in the same method we did the eclipse changes where we keep a *clean* version of .gitreview in the repo, but ignore changes to it.
