Create the data partition when dynamically determining space

Previously, the storage volume space pulled defaults for the
Data volume size from ovirtfunctions, resulting in it being -1 on
the first run, and displaying properly while leaving the model
size set to zero. Return a default size of zero when running the
TUI installer so the volume is properly created.
