Patch Set 2:

We'll truncate and persist when RHSM registration is done.

However, attempting to register to another source (RHN classic in this case) will still leave the cronjob truncated unless we unpersist. RemoveConfigs is the first step of all transactions, to restore the system to a "normal" configuration.
