[node-patches] Change in ovirt-node[master]: sat: Generate facts during registration

sat: Generate facts during registration

The rhsmcertd service is only started if the facts fle exists.
Previously the file did not exist which prevented the service from
coming up.
Now we enforce the generation of the facts file to enable the
service startup.
