engine code has this:
if (mVm.getdisplay_type() == DisplayType.vnc) {
mCreateInfo.add(VdsProperties.TabletEnable, "true"); }
since these was with spice, I'd assume answer would be "no".
but would appreciate validation from Chris at qemu command line level.
