I think you have to modify the file
/usr/share/polkit-1/actions/org.spice-space.lowlevelusbaccess.policy
that is part of spice-glib rpm (I read this in rh el 6.4 relese notes)
but I don't know excatly "how" to modify.... not tested yet...
