Could you please do and report:

    find /var/lib/vdsm/persistence

    find /var/run/vdsm/netconf

    ip l

    virsh -r net

and maybe you can try, for good measure,

vdsm-tool restore-nets  # This will most likely show the exception that the initialization of the service hides.
