The element to set SSH authorized keys is "authorized_ssh_keys", and it
should contain a line per key:

  <authorized_ssh_keys>ssh-rsa 75....</authorized_ssh_keys>

So your complete request should look like this:

       <authorized_ssh_keys>ssh-rsa
