In 3.6.5 the engine VM could be edited from the engine itself and its
configuration will get loaded by the HA agent on the next attempt from
a volume called OVF_STORE; if it's not available, oVirt HA agent will
fail back to its initial vm.conf from deployment time.
In order to get your OVF_STORE the datacenter must be up and for that
you need to add your first storage domain for regular VMs.
So simply add your first regular storage domain and wait.
