[ovirt-users] cannot change cluster compatibility version from 3.6 to 4.0

currently for all upgrades, not just 3->4, that is “new” in 3.6.7
it will be a whole lot easier after https://bugzilla.redhat.com/show_bug.cgi?id=1348907 gets in
