You have just to install
http://resources.ovirt.org/pub/yum-repo/ovirt-release40.rpm on your next
host.
Than you can go to the engine in the hosts section of that cluster and
choose New.
Since 4.0 you can also choose to have your new host participating to the
hosted-engine pool from the engine itself.
