Since 4.0 you can achieve that from the engine (web ui or REST api) without
the need to manually run hosted-engine --deploy on additional hosts.

ovirt-ha-agent is a daemon that run on same of your hosts to provide HA
capabilities for the engine VM, not all the hosts of your cluster
could/should be involved in that process.
So, inside you cluster, you have a set of hosted-engine capable hosts.
