Ok, thanks for the report, I opened a specific bug to track it:
https://bugzilla.redhat.com/1446094

In the mean time you could just
edit /etc/ovirt-engine-setup.conf.d/20-setup-ovirt-post.conf removing the
line:
  OVESETUP_CONFIG/imageioProxyConfig=bool:False
and execute engine-setup again.
