[ovirt-users] Hosted-engine is not migrate to other hosts

How long did you wait? It does take up to something like 10 minutes

No. Power management is required for HA inside the engine, for other VMs.
For hosted-engine it's not required.

If you still have problems, please check/share
/var/log/ovirt-hosted-engine-ha/agent.log
on all 3 hosts.
