One note:

what do you mean exactly with "migrate"?
If you mean Live Migraton as described here:
https://access.redhat.com/documentation/en-US/Red_Hat_

sect-Migrating_Virtual_Machines_Between_Hosts.html

please note that you can live migrate a VM only within the same cluster,
not across.

You can edit a VM of a datacenter and change the cluster where it have to
start, but you have to first shutdown the VM to do so.
Probably you already considered this and the related potential downtime for
your services.
