I updated to 4.0.6 today and again hitting this Problem can anyone plz help?

I did a restore to 4.0.3 and the timeouts are gone

After 4.0.4 Update we have a very high database load during startup of VMs
So high that the api calls getting timeouts
I attached the output of
select * from pg_stat_activity
is there a way to downgrade to 4.0.3?
