Yes it is, it’s reading the apt package list to check for a select number of packages. If you feel that it is too often you can influence the frequency in the /etc/ovirt-guest-agent.conf by changing the report_application_rate entry to something higher.
The output is not influenced by us, that is caused by the APT library.
