I cringe at thought of trying to work out a CLA. We should exhaust all
options with respect to following DCO properly I think before going down
that road.
A CLA would not address the issue I believe you are trying to solve
with a change in DCO practices. You seem to want
*non-copyright-holders* to assert something they are not asserting
today, right? No CLA does that.
