Change in ovirt-engine[master]: userportal: doesn't try SSO

Daniel Erez has submitted this change and it was merged. Change subject: userportal: doesn't try SSO ...................................................................... userportal: doesn't try SSO The UserPortal did not try to perform SSO. The problem was, that the SSO is performed only when the Configurator.privateIsAdmin field is false (see SpiceConsoleModel.PostSendVmTicket), but it was always true. Fixed by setting this field separatly to true for WebAdmin (WebAdminConfigurator) and to false (UserPortalConfigurator).
