Change in ovirt-engine[master]: restapi: Remove completely the 'capabilities' collection

Change subject: restapi: Remove completely the 'capabilities' collection ...................................................................... restapi: Remove completely the 'capabilities' collection In version 4 of the API the top level 'capabilities' collection was removed, and replaced by the new 'clusterlevels' collection. This patch completes the cleanup, removing all the code that was used to implement the 'capabilities' collection.
