Change in ovirt-engine[master]: core: InjectorRule static initialization

Change subject: core: InjectorRule static initialization ...................................................................... core: InjectorRule static initialization Move the InjectorRule's initialization of the CDI to a static block instead of the convoluted implementation of this logic where every new instance needs to check if the static member has already been initialized or not.
