core: events refresher - handle migrating and external vms
currently the events refresher ignores external vms (vm not in db)
and wrong handling vms that are in 'migration destination'.
the vms-monitoring expects the dbVm to be null on these cases,
and knows to handle migration destination and external vms.
this patch sends the right data to the monitoring.
