Change subject: userportal,webadmin: BrandingManager fails with missing etcdir ...................................................................... userportal,webadmin: BrandingManager fails with missing etcdir - BrandingManager.getInstance() would fail when you have a missing etcDir configuration which is often the case in unit tests. This patch stops the failure and instead returns no branding information.
