Change in ovirt-engine-sdk-ruby[sdk_4.0]: Improve the automation scripts

Improve the automation scripts This patch improves the automation scripts so that they decide automatically when to do release or scratch builds. Release builds will be automatically performed when the version in the POM file doesn't contain the -SNAPSHOT suffix.
