core: better handling of migrating vm crush
Restructure the part that handles MIGRATING_FROM to DOWN in
proceedDownVm to switch-cast statement to simplify it.
Rename proceedVmBeforeDeletion to abortVmMigration since it
better describes its work and set moveToDown to true inside
this method - by that, the call to clearVm that was done
afterwards is unneeded anymore.
