Change in ovirt-engine[master]: restapi: added support for io_threads

restapi: added support for io_threads
Added new property num_of_iothreads to VM, template and instance type.
Since it is supported only since 3.6, additional check for in FeatureSupported
had to be done to copy from blank template or from instance type (similar to
e.g. rng device)
