Change in ovirt-engine[master]: userportal, webadmin: add enable SPICE proxy checkbox

Change subject: userportal,webadmin: add enable SPICE proxy checkbox ...................................................................... userportal,webadmin: add enable SPICE proxy checkbox Added a new checkbox under SPICE options of the console popup window named "Enable SPICE Proxy".
