Change in jenkins[master]: increase number of parallel runs to 10

increase number of parallel runs to 10
- we still see situations when there are idle workers yet
the build queue is growing because the number of concurrent
builds per job is limited to 6.
This patch increases the limit to 10 parallel builds per job.
