Change subject: packaging: setup: do not allow setup to continue if there is an upgrade

packaging: setup: do not allow setup to continue if there is an upgrade
if setup is newer than installed packages (x.(y-n).z, x.y.(z-n)), the
setup is incompatible of installing the previous version.
abort the process to avoid damage.
