Basically, any user can add a new user.
People can instead request an account directly:
http://wiki.ovirt.org/wiki/How_to_create_a_user_account
This new process is faster and more welcoming - you don't have to know
someone first, find and ask them, etc. But it can be longer than if you
know someone already, since you can add someone directly and
immediately, while the request queue may take a day to be resolved.
