I merged the patch regardless, but please take a look.
Looks like an updated mock was pushed to FC28 and introduced some breakage. We should have had package gating setup for FC28 before introducing the FC28 slaves.

We will probably downgrade mock back to 1.4.10 at this point and do an orderly upgrade later.
