I think he means a separate mailinglist, but currently I disagree because it doesn't happen often. If it was a common thing I would agree.
I also disagree. This job in particular warns if gerrit.ovirt.org is non-responsive. all infra team members should be alerted on it in case the server is down so whoever is available can handle it.
