I think this happens on fc27 if you use yum-utils instead of dnf-command(builddep) or dnf-utils Maybe you didn't backport https://gerrit.ovirt.org/#/c/88634/ to 4.2 branch?

Not sure what changed since then.
I think I will ignore this for now, for _otopi_, and remove fc27 jobs for its 4.2 branch (otopi-1.7), as it's broken there anyway and we decided to (try to) support Fedora only in 4.3 (master).
Any objections to this? I'll try this morning to migrate otopi to STDCI V2 and see how it goes. Thanks and best regards,
