Puppet update

Now that the hosting proposal is getting up to speed I'd like to propose that we install the new machines only through puppet. A list of items we need to look at: - User management - Services -- Jenkins master -- Jenkins slaves -- Gerrit -- foreman? Anything else I forgot?
