This has to do with the maintainers` chosen working mode for the Gerrit repo - as I
replied in the mailing thread.
The maintainers need to the decide if they want to change it, and understand the
consequences.

I don't see any options to control this from project config, it will
require more investigating to see if its a config option or only available
via cherry-pick.
