Infra doesn't create branches for projects, that is done by each project maintainer and you should already have permission to do it in gerrit.
Just create a local branch and push it.

Gerrit 2.9+ should have UI for creating branches: http://stackoverflow.com/q/20606359
But when I go to Projects / List / <find the one> / Branches, I don't see any button to create a new branch.
Also, according to https://gerrit-review.googlesource.com/#/c/52500/ there should be ssh command "create-branch" which I assume don't have access to.

I've added you to the owners (the whole group), you should be able to do both, create the branch from cli and ui, can you check? (you might have to refresh the browser cache)
