As far as I've been told, and as [~eedri] mentioned already, it's used to let
others know that a patch is ready for review. But as we mark patches that are still under
development with [WIP] I think that it's unnecessary.
Lets remove the 'workflow' flag

I don't remember what was David's idea behind adding it, I'm pretty sure
nobody else does, and for now its just annoying. People just forget to set it, and you
need to have it set to +2 to merge.
