bringing up repo discussion again, ovirt-hosted-engine-bootstrap sounds good - though i don't see the logic in splitting it, since it should come with the same rpm.
I expect several rpms/packages for the logic of this. the bootstrap rpm should require other dependent rpm's as needed.

2. create a new group: ovirt-hosted-engine-setup - set code review +2 and submit rights for this group
