Yes, it seems so.
Strangely, ssh connection to gerrit.ovirt.org works.
I work with git protocol though, maybe the problem is there.

We had a similar report from Eyal. Can you visit
http://gerrit.ovirt.org? Given I can fetch over HTTP and SSH I'm
suspecting a problem somewhere lower in the stack.
