We discussed this in IRC, and the basic idea is that we want to give limited access to "new" people so they can prove themselves without being in danger of blowing something entirely up. I think the new wiki running on OpenShift is a great way to give Dave limited-but-full access. Also, I want to do the same for Garrett - not that he's asking to be a full Infra person, but it would be beneficial to have him able to just-do-stuff there.
