Very sorry for that. I only tested it on upgrade flows but it broke clean setup. Don't we have CI tests that run clean setup? In particular, [1]

succeeded. I guess it upgrades from 'master without this patch' to 'master with this patch'... Anyway, pushed a patch [2] to fix this.
