Whitelisting CI

Hi all, 1. Please whitelist Dmitry Voronetskiy [1]. Do we have any policy re what should be done in such cases? Perhaps sign some contributor agreement or whatever? 2. I think we should make CI allow existing whitelisted users to issue 'ci test'/'ci build' commands even if the patch author (or gerrit owner or whatever) is not whitelisted (yet).
